Take a look at how they describe it in their own words: “Once ZenBusiness has submitted your business for filing with the State under no circumstances can you charge-back or dispute the fees associated with forming your business. If you contact ZenBusiness before your business has been submitted for filing with the State, ZenBusiness may refund the charge, less a $50 cancellation fee, if certain conditions are met.”

As for MyCorporation, they have a few different tiers of refund availability. If you request a refund before they’ve done any work on your formation, they’ll provide it less a $25 processing fee. If you make your request after they’ve started working, but before they submit it to your state, that’s a $50 fee. Once they’ve submitted paperwork to the state, the refund window is closed.
